Harry V. Rouse received a Bachelor of Science degree (with distinction) from theUnited States Naval Academy in 1977, and his Juris Doctor from Harvard University in 1985. In 1996, Mr. Rouse received his LL.M., Taxation/Certificate in Employee Benefits Law from the Georgetown University Law Center .

He served in the U.S. Navy, 1973-1995, CDR, JAGC, USN (Ret.). His practice areas include Taxation, Estate Planning, including Probate, Employee Benefits, Non Profit Organizations, Trusts, Business Formations, Complex Trusts and Estates, ERISA, Elder Law, and Medicaid Planning.

He is admitted to practice in Oklahoma , the United States Tax Court, and the United States District Court, Northern District of Oklahoma. Mr. Rouse is a member of the Oklahoma Bar Association, the Tulsa County Bar Association, and the National Academy of Elder Law Attorneys.  He is President of the Tulsa Tax Forum (2008-2009) and a certified high school football official.
